Diseñada por un militar español: Antonio Arcos.
Los colores rojo, azul y blanco representan respectivamente la sangre vertida durante la de la Independencia, en nítido azul de nuestro cielo (hoy en Santiago ya no tan azul) y las puntas nevadas de la Cordilleras de los Andes. La esterlla de cinco puntas simboliza a los poderes del Estado que velan por la integridad de la Patria y el fondo azul donde corresponde exactamente a un tercio del tamaño de la parte roja.
